Permitting Technician

This position receives and processes right-of-way permit applications, borrow pit applications and other development applications for compliance with codes and ordinances. Provides courteous and professional customer service.

 

  • Approves and issues all right-of-way permits, to include driveway, sidewalk and utility permits. Works closely with the Construction Inspectors and the Engineers concerning ordinances related to right-of-way permit approvals.
  • Issues borrow pit/pond permits.
  • Processes other applications under the management of Development Services.
  • Meets with customers providing professional and courteous customer service; explains permitting procedures ensuring public understanding and awareness.
  • Prepares and distributes permit packets and permitting information upon request.
  • Answers the phone and directs customers to the appropriate department/person.
  • Accepts, prepares, reviews, files and retrieves site plans, variances, special exceptions, code amendments, maps and permits.
  • Maintains operational records and files; revises records and reports as necessary to ensure standards are met. Assists in compiling data and information as needed.
  • Assists contractors, County employees and members of the public in resolving complaints and/or issues as they pertain to driveways, access management, and permitting.
  • Receives, processes and tracks permit applications; determines uses allowed by code.
  • Assesses, receives, and receipts permit fees; researches payment discrepancies and processes reimbursements and/or refunds.
  • Verifies permits for accuracy prior to issuing.
  • Locates, interprets, summarizes and dispenses information from maps, reports, files and field investigations, code ordinances and literature related to right-of-way permitting.
  • Coordinates field investigations as required.
  • Reviews building permits for driveway/access within the right-of-way and submits approvals to the Building Department.
  • Assists the Development Review Engineer with the abandonment process, golf cart registrations, and easement reviews.
  • Tracks permits for expiration dates and contacts the applicant regarding extensions.
  • Performs a variety of routine clerical duties as required, which include but are not limited to typing reports and correspondence, entering computer data, preparing mailings, answering the telephone, copying and filing documents, etc.
  • Interacts and communicates with various groups and individuals such as immediate Supervisor, co-workers, County personnel, contractors, architects, engineers, property owners, government agencies, utility companies, vendors and the general public.
  • Operates a variety of equipment, which include a computer, fax machine, typewriter, copier, calculator, telephone, laminator, etc.
  • Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.
  • Performs other duties as required and other job-related duties as requested by supervisor.
  • May compose agenda requests to be included in regular and special meetings as required.
  • Receives and responds to requests for assistance and/or complaints from County employees, outside agencies and the public.
  • Distributes information pertaining to County procedures and policies; makes appointments; and refers questions to appropriate individuals.

This position requires a high school diploma or GED equivalent supplemented by two (2) years of general clerical or customer service experience or any equivalent combination of training, education or work experience which demonstrates the ability to perform the duties of the position.  May require a valid State Driver’s License.

 

The hourly rate for this position is $18.2161 – $27.7178. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS) and has a 3% employee contribution requirement.
