Stormwater & Drainage Project Manager

Under limited supervision, supervises field staff and serves as the coordinator for citizen response and education of drainage complaints and flooding concerns.  Serves as the liaison with the private development community regarding construction and best management practices (BMP's).  Coordinates maintenance and construction projects with other departments to resolve drainage complaints and assists with the coordination of capital improvement drainage projects.

  • Conducts and supervises field inspections of roadways, stormwater infrastructure and development, and internal projects for compliance with County standards/codes, FDOT Specifications, Florida Stormwater, Erosion and Sedimentation Control Manual. These guidelines require judgment, selection and interpretation in their
  • Supervises and conducts stormwater and water inventory collection using specialized global positioning systems (GPS).
  • Coordinates the collection and editing of asset data pertaining to stormwater structures, manholes, culverts, lakes, ponds, and natural resources as additions to GIS based mapping programs.
  • Serves as the liaison for stormwater management in coordination with the County’s Road Department in the implementation of stormwater maintenance programs and construction activities, primarily to resolve localized drainage and flooding complaints.
  • Serves as a County liaison to Federal and State agencies, as well as a resource for environmental project permitting.
  • Reviews the work of subordinates for completeness and accuracy, coordinates trainings, and provides assistance as needed.
  • Supervises the implementation of the County's stormwater BMP inspection program, ensures stormwater is represented in pre-construction meetings, meets with engineers/contractors, and reviews/inspects engineers final COs certification to ensure BMP's are built according to the approved plans and specifications.
  • Represents stormwater management in a coordinated effort with stormwater engineering to support the County's erosion and sediment control program.
  • Provides guidance to contractors in solving design conflicts.

  • Inspects and makes recommendations for drainage onto County rights-of-way to include new and existing driveway connections and
  • Performs pipe inspections via videos, profile reports or visually as
  • Inspects and approves subdivision development and County projects for compliance with County specifications/codes; prepares and updates quality assurance plans for projects and subdivisions in the County.
  • Serves as liaison between contractors, the County and the general public; documents all discussions between contractors and County personnel; resolves problems between contractors and the public.
  • Coordinates project construction with various utility

  • Calculates materials required for assigned projects; compares receipts received to planned quantities for evaluation of pay requests; collects/checks all tickets of materials

Requires a high school diploma or GED equivalent with Vocational/Technical School Training in Construction or related field, supplemented by five (5) or more years of experience in construction and/or construction project inspection or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid State Driver’s License.

Must obtain and maintain Florida Department of Environmental Protection Qualified Stormwater Management Inspector certification and Florida Department of Transportation (FDOT) Earthwork Construction Inspection Level 1 certification within six (6) months of hire.   Must obtain FDOT Earthwork Construction Inspection Level 2 certification, FDOT Intermediate Maintenance of Traffic certification and Occupational Safety & Health Administration (OSHA) 10-hour Construction Safety and Health certification within one (1) year of hire.

May be required to complete Federal Emergency management Agency (FEMA)  Independent Study Program including Nims Introduction, Incident Command Intro for Public Works, National Response Framework, Basic Incident Command, and Basic Emergency Operations Center Functions.

The range for this position is $27.3370 - $41.5965. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS) and has a 3% employee contribution requirement.
